ASSESSING THE FACTORS MILITATING AGAINST THE EFFECTIVE IMPLEMENTATION OF THE UNIVERSAL BASIC EDUCATION PROGRAMME

Abstract

The study was designed to assess the factors militating against the effective implementation of Universal Basic Education (UBE) in Delta State. To direct the study, two research questions and two hypotheses were stated and formulated. The study adopted the descriptive survey research designand the population of the study comprised the head teachers and assistant head teachers in all public secondary schools in Uvwie Local Government Area of Delta State. Sampling was not necessary as all the 34 head teachers and assistant head teachers in the local government were used for the study. Data for the study were collected using researcher developed questionnaire. In analyzing the data collected, mean ratings was used to test the research questions and a mean of 2.50 and above was adopted as the cut-off point and t-test statistics of significance was used to test the hypotheses at an alpha level of 0.05. The data analyzed revealed that there is no significant difference between the mean scores of male and female head teachers as regards the constraints to the effective implementation of UBE and there is no significant difference between the mean scores of male and female head teachers as regards the strategies to reduce the constraints to effective implementation of UBE in Delta State. Based on these findings, some recommendations were made at the end of the study.
